WELCOME MESSAGE FROM OUR PATRON, DCC STUART HYDE OF CUMBRIA CONSTABULARY
As Patron of the Police Association of Higher Education Liaison Officers I would like to welcome you to this site which offers a valuable and unique opportunity to instantly access a network across England & Wales. This network is made up of officers and staff like your self, who are experienced, knowledgeable, creative and skilled in problem solving, partnership working and reducing crime on their respective higher education campuses and against the wider student community.
There are over 2,000,000 students in higher education attending over 140 universities in England & Wales. Past research has shown that 1 in 3 of these students will become a victim of crime whilst at university. We also know through statistics provided by the British Crime Survey that students are a vulnerable community. The work you do is essential in reassuring the student population and providing the best possible opportunity to prevent and detect crime within this community.
PAHELO works nationally with partners such as the National Union of Students, the Association of University Chief Security Officers, the Home Office & the British Council. It has the capability and capacity to inform work on a national level through my links to the Association of Chief Police Officers Crime Portfolio as well as supporting the objectives of the National Coordinating Office of Special Branch and the National Community Tension Team.
I encourage you to explore the contents of the site and use the Association to good effect to assist you in delivering the best service possible to Higher Education establishments and their communities.
WHAT IS PAHELO?
The Police Association of Higher Education Liaison Officers was formed in September 2001 and has approximately 50 members currently representing English & Welsh Universities (membership is open to Scottish & Irish Universities too!). The Association provides a forum for its members to exchange knowledge, keep up to date with crime trends, legislation, and other issues attached to Higher Education Institutions. It has specific aims to promote the importance of the role of the Police Higher Education Liaison Officer nationally and to all UK police forces; to work with national partners, for example the Home Office and National Union of Students, to reduce Higher Education (HE) campus and student related crime, and to be the focus and consultants of improving levels of policing Higher Education Institutions (HEIs) in the UK.
HOW IS PAHELO RUN?
PAHELO is supported by our Patron, Deputy Chief Constable (Cumbria) Stuart Hyde and is run by a Committee (see Committee Contacts). The Committee is elected on a yearly basis at the Annual General Meeting.
The Committee represents Members at National Conferences and Meetings.
Throughout the year Members exchange information & initiatives via the Forum (accessible to Members only via the website). This is consolidated annually at Conference.
AM I ENTITLED TO JOIN?
If you are a Police Officer or Police Staff with involvement in an HE Institution, then the answer is ‘YES’. However, Associate Membership for non-police personnel may also be possible. Please contact us to find out further details.
HOW MUCH DOES IT COST?
Membership is £30.00 per year per member. Members are invoiced every January. Cheques should be made payable to the Police Association of Higher Education Liaison Officers and sent to the Treasurer. Members who do not pay their fees will be removed from the membership list.
WHAT DO I GET BY BEING A MEMBER?
You will be sent an invitation to attend the annual conference of our members. You will also be able join our membership list and access the members section of this website; both provide communication to our members and stimulates discussion on HE problems or services, development opportunities and crime trends. The Members Section of the website contains amongst other things examples of good practice; useful documents and Membership Contact Information. It also contains The Forum which Members can access to pose questions and share ideas throughout the year.
HOW TO JOIN PAHELO:
Please complete the Application Form and send to the Association Treasurer with 30 cheque made payable to PAHELO. Our Association Secretary will then contact you with a Membership Pack which will include your password to access the Members Section of the website. We will be delighted to welcome you to our Association.

August Update
We are now working with the ACPO burglary sub group as we were invited to write the student burglary reduction section of the document. The group meets every three months and is chaired by ACC Paul Broadbent of Notts Police.
We continue to work with the NUS and partner agencies and are looking forward this autumn to see how the new student safety app called student safetynet works with

And finally, we have recently held a online webchat on the 8th of August which attracted some great interest from around the country.
